I wouldn't say stupid. I strongly believe they are not ;)
I would say lazy... They could at least target people with the right profile etc.
I don't know about "stupid" but I'll settle on resource strained, handcuffed, and under-equipped.
A number of years back when I was looking for a security job I was being recruited by the new DHS/CyberSecurity division... pay sucked, career was dead-end... but hey I got to serve my country. Guess which direction I went :)
